Before launching his own consulting practice, Merrell served as a senior advisor to the Director of the Central Intelligence Agency, where he was responsible for strategic planning, high-level policy analysis and decision support. While at the CIA, Merrell served as the Director’s representative to the Strategic Innovation Group that researched, planned and successfully launched the Center for Mission Innovation in 2005. In addition, he coordinated an Agency-wide transformation program in response to the Intelligence Reform and Prevention of Terrorism Act and other internal and external reform measures.
